Overview
The HR RACI Matrix is a reference guide that helps clarify roles and responsibilities across HR processes, projects, and recurring tasks. It outlines who is responsible for completing the work, who owns the final decision or outcome, who should be consulted before or during the work, and who should be kept informed.
This matrix is intended to create better visibility, reduce confusion, and help teams understand how HR responsibilities are shared across different roles.
What Is a RACI Matrix?
A RACI Matrix is a tool used to define involvement in a process, task, project, or decision. Each letter in “RACI” represents a different type of responsibility:
Responsible
The person or team doing the work. This is who completes the task, gathers information, follows up, or moves the item forward.
Accountable
The person who owns the final outcome or decision. This is usually the person who approves the work, confirms completion, or is ultimately answerable for the process.
Consulted
The person or team who should provide input before the work is finalized. This may include subject matter experts, leaders, or stakeholders whose feedback is needed.
The person or team who should be kept updated but does not need to approve or directly contribute to the task.
Why HR Uses a RACI Matrix
The HR RACI Matrix helps ensure that everyone understands who is involved in each HR-related process. It can be used to:
- Clarify ownership of HR tasks and processes
- Reduce duplicate work or missed handoffs
- Help employees and leaders know who to contact
- Support smoother communication between HR, managers, leadership, and other departments
- Keep processes consistent as responsibilities change or expand
